Alberta Advantage Immigration Program Explained

The Alberta Provincial Nominee Program, also now known by its fancy name as the Alberta Advantage Immigration Program – and we must say that it has truly created an advantage this time around. We’re going to do a high-level overview of all its programs today so you can understand the foundations and if it’s the right fit for your Canadian PR options.


We’re going to break down the Alberta Advantage Immigration Program for you, also known as the Alberta Provincial Nominee Program. The programs are split into 2 categories: the ones where you need a job offer or family ties, and the ones where you don’t need a job offer or you issue yourself a job offer based on your own business.

Latest Alberta Advantage Immigration Program News

Here is a quick snapshot of the latest news as of this month for the AAIP:


* It’s developing a new tourism & hospitality immigration stream for specific occupations to be rolled out this year.

* It has released a dedicated healthcare pathway program for specific healthcare occupations to be sponsored by local employers in Alberta.

* The Rural Entrepreneur program investment has dropped by 50% to $100,000 instead of $200,000 making it now one of the lowest investment business immigration programs out there along with the BC Regional Pilot and the Provincial Startup program.

* Alberta has announced its participation in the Economic Mobility Pathway Pilot (EMPP) to have local employers sponsor overseas skilled refugees in line with the Federal government’s plans.

Let’s get started by looking at these 2 categories of the AAIP, with and without job offer requirements.

Alberta Opportunity Stream Eligibility Criteria

This is the eligibility criteria for the Alberta Opportunity Stream:


* Applicants who are already working full-time in Alberta and have a full-time job offer from an Alberta employer in an eligible occupation. Candidates must have a positive Labour Market Impact Assessment (LMIA) or hold one of the accepted LMIA exemption work permits such as ICT, Bilateral free trade agreements such as countries USA, Mexico, Europe, UK, Colombia, Chile, Vietnam, Malaysia, Japan, South Korea just to name a few examples. Working Holiday Work Permits are also eligible, Mobilite Francophone, Open Work Permit for Vulnerable workers and their families, PGWP holders who graduated from a public post-secondary institution inside Alberta only, and open work permit holders under temporary public policies for Hong Kong graduates and Ukrainian nationals.


* Full-time job offer from an eligible Alberta employer.


* CLB 5 or CLB 4 depending on the NOC code.


* Minimum high school diploma (unless you are in the PGWP category in which case there are specific requirements of a 1-year Post-graduate certificate or diploma or a 2-year diploma or higher).


* 2 years of work experience anywhere in the world for the specific NOC code in the past 30 months or 12 months of work experience in Alberta in the past 18 months.


* Your occupation is not on the list of ineligible occupations/NOC codes.

Alberta Express Entry Stream Eligibility Criteria

This is the eligibility criteria for the Alberta Express Entry Stream:


* Sub-streams include the ‘In demand occupations’ which are based on family ties, or the ‘Designated Healthcare Pathway’, ‘Accelerated Tech Pathway’, and ‘Priority Sectors’ which are both based on offers of employment from a company in Alberta.


* Requires eligibility for Express Entry to have a valid profile in the system, which should be valid for 5 months or more.


* You require a minimum CRS score of 300 no matter under which sub-stream you are in for this program.


* Your occupation is not on the list of ineligible occupations/NOC codes.


* For family ties, it needs to be a parent, child, or sibling who is a Canadian PR or citizen residing in Alberta for a minimum of 1 year. If you are applying under the in-demand occupations, you do not need a job offer but require family ties and experience in the list of in-demand occupations posted on the Alberta PNP website.


* For the dedicated healthcare pathway, you will require an offer of employment in the approved NOC codes such as physicians, registered nurses, licensed practical nurses, Nurse practitioners, Physician assistants, occupational therapists, physiotherapists, clinical social workers, and psychologists (please note that all these occupations are regulated – keeping mind before you accept a job offer).


* The accelerated tech pathway also requires a job offer in the approved list of tech pathway occupations.


* The Priority sectors sub-stream will be based on eligible applicants in the express entry pool in primary occupations within the agriculture, construction, or hospitality and tourism sectors. Although job offers are not mandatory, they are prioritized or at least family ties.

Rural Renewal Stream Eligibility Criteria

This is the eligibility criteria for the Rural Renewal Stream


* Full-time job offer from an employer in a participating community in Alberta.


* Endorsement from the Economic Development Office of the participating community.


* CLB 5 or CLB4 depending on your NOC code.


* High School Diploma.


* Min 12 months of experience anywhere in the world in the past 18 months.


* Meet minimum LICO as per the community population.


* Intend to work & reside in the participating community from where you received the job offer – and can be sponsored from overseas even if you have never been to the community before.


In the following programs, no offers of employment are required or you can issue yourself a job offer:



Rural Entrepreneur Stream Eligibility Criteria

This is the eligibility criteria for the Rural Entrepreneur Stream: 


* As of April 2023, you only require a minimum investment of $100,000 for this program.


* The area or town you are investing in must be outside of the Calgary and Edmonton metropolitan area – hence the name ‘Rural Entrepreneur Program’. The community must be on the list of participating communities of this program listed on the AAIP website. If you are interested in investing in Calgary or Edmonton, we suggest checking the Foreign Graduate Entrepreneur Stream, the Alberta Opportunity Stream, or the Federal programs such as C10, C11, or Startup Visa and ICT.


* A community support letter is required to proceed with an application under this program (this can be done if you complete the exploratory trip).


* 3 years of business ownership or 4 years of senior management experience.


* Minimum high school education.


* CLB 4 language score in either English or French.


* Minimum net worth of $300,000 which also requires a net worth audit.


* Minimum ownership of 51% of the business in Alberta or 100% if you are buying an existing business.


* Create at least 1 job for a Canadian.


* Run the business for 12 months inside the province and be nominated for PR after completing your terms & conditions of the business performance agreement.

Graduate Entrepreneur Stream Eligibility Criteria

This is the eligibility criteria for the Graduate Entrepreneur Stream


* The applicant should have graduated successfully as an international student from an Alberta public post-secondary institution, with at least a 2-year program.


* Intends to start and run a business in Alberta.


* Language score of CLB 7.


* Ownership of at least 34% in the new business, which means the applicant can tie up with a Canadian or even non-Canadian partner.


* No minimum investment is mandatory, but of course, you should have some funds such as a minimum of $25,000 to invest in the business (although not mandatory). No minimum net worth or audit is required.


* After running the business for 12 months, and meeting the minimum income requirements to support yourself, you can be nominated for PR.

Foreign Graduate Entrepreneur Stream Eligibility Criteria 

This is the eligibility criteria for the Foreign Graduate Entrepreneur Stream:


* Requires a Letter of Support from one of the 2 designated organizations listed on the AAIP website.


* Have graduated in the past 10 years from a post-secondary program anywhere in the world.


* Minimum 6 months of work experience managing or owning a business.


* Business plan and pitch deck.


* Minimum 35% ownership of the new business or minimum 51% if located in Calgary & Edmonton metropolitan areas.


* $100,000 minimum investment in the business if in the major cities, and $50,000 if in the rural areas.


* Meeting the minimum LICO settlement funds for the specific size of the community where you intend to set up and reside.


* The business should be somehow related to one of these industries: Technology, Financial Services, Life sciences, Tourism, Agriculture, Energy, Pharmaceuticals, or Aerospace.


* Run the business for 12 months inside the province and be nominated for PR after completing your terms & conditions of the business performance agreement.

Farm Investment Stream:

This is the eligibility criteria for the Alberta’s Farm Investment Stream:


* Invest a minimum of $500,000 in a farm business (typically minimum investment is not enough for this specific program).


* Experience related to the farming business (such as farm management skills with supporting documentation).


* Minimum net worth of at least $500,000 or access to these funds.


* Possible to also have external funding/loans if the investment is beyond the minimum investment amount.
