Business Immigration Canada: The truth exposed

PNP Entrepreneur Programs Canada

The only official business immigration programs available in Canada are the PNP Entrepreneur, the Federal Self Employed for artists, cultural and sports occupations, and the Federal Startup Visa Program, as well as the very special Quebec Immigrant Investor Program which is one of the only passive investment programs out there (that hopefully will re-open in 2023).


As an example, let’s review the PNP Entrepreneur program steps: Obtain a visitor visa if you are from a non-visa exempt country, do an exploratory trip in the province of your choice, submit an online EOI which includes your business concept, wait for a few months after invitation, submit supporting documents, net worth audit by a third party, interview in person inside Canada, and then nomination for work permit. Wait 4-5 months for the IRCC work permit approval, then run your business for 6 to 24 months depending on the specific provincial program, and then wait for a post-nomination audit to receive your final PNP PR nomination, then apply for a PR for you and your family and wait 18-22 months for the federal PR processing. 

Wow! How many years was that? We lost track for a second. No wonder the Quebec investor program is so popular and has been closed for the past 2 years - although we expect it to re-open this year.


Another example is the Ontario Succession Initiative: come to Canada and buy an existing business from a Canadian who is looking to sell their business (usually because they want to retire) – but of course, obtaining a visitor visa to start the process is a 50/50 if you are from a country which has a visa requirement. So, which one comes first? The chicken or the egg?

Canada Startup Visa

Many people think that applying for the Startup Visa (SUV) would be an easier alternative since it’s a Federal program that does not require so many steps or even entering Canada during the process. In addition, it allows applicants to wait back in their home countries for their PRs. However, the approval rate for this program is 50-65%. So if you do not actively work in your application and business, your approval chances will be very low.


Why is Business Immigration to Canada difficult? 

They made it difficult on purpose. Both on the provincial entrepreneur programs and the Federal Startup Visa program. If you want to apply for a business visitor visa and they won’t approve you, what are your options? 


The low approval rate is because the Canadian government does not want immigrant investors. They believe this is the lowest priority out of all the categories that exist such as int’l students, temporary foreign workers, asylum seekers, and H&C applicants. 

Their logic is: why do we need more money or investors? We just need workers to fill the coffers of our schools with billions of dollars. We don’t want new business or investor applicants. 

Why else would they not approve visitor visas in certain cases for businesspersons to complete exploratory trips for PNP purposes? Why else are they becoming stricter on applications for Federal LMIA exempt work permits such as C10, C11, and C12 applicants with more refusals if the case is not rock solid? Why else would they reduce the approval rate of the Startup Visa (SUV) program to 50-65% to create uncertainty for applicants? Why else would they not introduce a passive investment program on a federal level such as the QIIP or the US EB5 program? Why else are the statistics of nominated Entrepreneurs for PR under the Provincial Nominee Programs one of the lowest out of all other categories?

Business Investment in the UK, US, and Spain

Let’s compare that to UK, US, and Spain programs: put money in the bank account, we don’t care about your education or language, just the source of funds to be verified. And if you think Canada is strict on the source of funds – that’s a joke! A lot of political black money has found its way into the country, and although they say they have checks & controls to prevent this – it’s one of the weakest in the world. The province of BC issued a report in the past 2 years on how much laundered money is being funneled through its local economy. It’s massive. That’s just one province and no other province even bothered looking at this part of their share of the underground economy? Go figure, Canadian double standards.

The Canadian government’s priority 

You need to read between the lines. Watch what the government does and how they do it which will give you a clear indication of their true intentions and policies. The truth is based on what we’ve seen in the past 3 years which is: The Canadian government’s lowest priority is business and investor immigrants. They just want very specific and selected investments and businesses to start in Canada through immigration programs. They don’t want to help facilitate the succession planning of tens of thousands of Canadian business owners who need to sell their businesses to have a successful retirement. 


The Canadian government’s priority is also their own internal policy of prioritizing humanitarian cases, being paid by the United Nations for each case, and boasting about saving the world and increasing the record number of PR applicants each year allowed into the country. 


The Canadian government wants to fill its coffers by collecting as much in taxes as possible from Canadian residents – and does not want a steady flow of revenue coming in from overseas investors or businesspersons. Unlike the US which between 2008 and 2015 helped generate $20.6 billion in foreign direct investment through its EB-5 Program to create and retain U.S. jobs for Americans, all at no cost to the taxpayer. 


Unlike Quebec which supports its local economy and infrastructure projects by investing close to $3.5 billion each immigration cycle through its Quebec Immigrant Investor Program (QIIP) to allow anywhere from 4300 to 5000 applicants to be processed for PR each year, the program is open. This is not what Canadians want or the Canadian government.


You do the math. Based on what you’ve seen and read about Canadian business immigration – do you think this is a priority for IRCC? We think not.

When compared to other countries, Canada still offers great advantages for businesses as well as their investors and their families.
