Manitoba Entrepreneur Program - Combine the Manitoba PNP and ICT to apply for your PR

The Entrepreneur Pathway (EP) in Manitoba is designed for qualified individuals who have the intention and capability to relocate to Manitoba, Canada, to establish, purchase, or become partners in a business. This article will provide an overview of the eligibility requirements, benefits, and flexibility in combining with the ICT work permit program to apply for permanent residency.  



Like other entrepreneur programs, the Manitoba PNP Entrepreneur stream is a work permit to PR program. However, there are some key characteristics that set it apart from other PR programs. 

First, it is one of the fastest timelines to become eligible for nomination for PR, with a requirement to run your business for just 6 months. Secondly, you will need to submit your proof of language upfront if you are invited. Finally, you can combine your ICT work permit with the Manitoba PNP Entrepreneur stream for direct PR without depending on Express Entry or hiring a specific number of staff. This alone makes it a PR pathway worth exploring.

Manitoba Entrepreneur Program – Eligibility criteria  


To be eligible for this program, you must possess the following minimum qualifications: 


* 3 years of full-time work experience in the last 5 years as an active business owner (at least 33.3% stake) or in a senior management role.

* Language proficiency level of CLB/NCLC 5 which is equivalent to IELTS score 5.

* Education level of Canadian high school equivalency. 

* Net worth of $500,000 CAD. 

* Business Investment ranging from $150K to $250K CAD depending on location. 


There are some additional preferred criteria that may also increase your profile ranking including a business research visit.  Although not required, it is advisable to undertake an in-person exploratory visit to Manitoba within a year of submitting your Expression of Interest (EOI).  


There are also a few exclusions to the program including if you are already a Temporary Foreign Worker (TFW) living and working in a different province.

Manitoba Entrepreneur Program - Application Process 

After determining your eligibility, you can start the application process by completing the remaining steps. Additional details on each step can be found online in the MPNP program guide. 


  1. Submit your Expression of Interest (EOI), which we explained above.

  2. Receive you Letter of Advice to Apply (LAA)  

  3. Submit and complete your application along with a $2500 CAD processing fee.

  4. If your application meets all requirements, you’ll receive an Approval in Principle and a Business Performance Agreement (BPA). You’ll need to sign the agreement before a work permit support letter is issued. 

  5. After receiving a work permit and arriving in Manitoba, you’ll provide your contact information to the MPNP and then you’ll submit your required progress reports according to the required timeline. 



Manitoba Entrepreneur Program - Combining it with the ICT visa

So how can you combine an Intra Company Transfer (ICT) work permit with the Manitoba PNP Entrepreneur Pathway for your permanent residency? 


It’s not the best choice for everyone. If you already applied for your ICT work permit and have successfully implemented, invested, and run your business with staff, capital, etc., then this combination would just be duplicating your efforts. 


But, if you’ve just received your work permit, or are about to, and plan to set up your office in Canada, consider Manitoba as the place to start your investment. Primarily this is advantageous because of the benefits mentioned at the beginning of this article – expedited nomination timeline and a delayed request for language competency, not to mention the province’s strong and diverse economy. 


The first step in coordinating these two pathways is to submit your EOI to the Manitoba PNP, showing your liquid funds inside Canada and business plan, to be invited to take the next steps for your ICT. You can always switch from the ICT work permit to the Manitoba PNP letter of support for your work permit in case you only have a 1-year ICT work permit.


You do need to be ready to go through a net worth audit and should be a shareholder of the company for which you applied for the ICT, to be eligible for the Manitoba PNP entrepreneur stream. All Manitoba PNP Entrepreneur eligibility criteria need to still be met to apply and transition from ICT to PNP in Manitoba, but the key is that you don’t start your investment until the Manitoba PNP office has supported you and accepted your application to start the branch office in the province.



After you are invited to the Manitoba PNP, under the Entrepreneur program, you can invest and implement your business and switch over to that path instead of the ICT, as you can be nominated for PR after 6 months of running your branch/office in the province. This is a much better option than running your business under ICT for 12 months and then trying to hire staff to claim 200 points in Express Entry which has higher language and education eligibility requirements than the Manitoba PNP Entrepreneur option.
