Manitoba PNP – Top 3 immigration programs

In this article we’re covering why the Manitoba Provincial Program is one of our favorite PNP’s. We will be discussing the top 3 immigration programs that can lead you to Canadian PR, some of which are point-free!


These are the top 3 programs in Manitoba:


1: Skilled Worker in Manitoba (SWM) which requires no points to be invited for PR.

2: International Education Stream allowing students from the province without work experience to apply for PR based on a points-free PNP stream.

3: The Entrepreneur program has the shortest timeline to PR out of any province in the country by starting your own business or purchasing an existing one in the province.

The Skilled Worker in Manitoba (SWM) 

The Skilled Worker in Manitoba (SWM) pathway invites applicants for PR nomination who are already working for a local employer in Manitoba and can prove that their intention is to settle and have enough funds to support themselves and become economically established. Here are the minimum requirements:


* Ongoing continuous 6-month employment inside Manitoba with a valid work permit (either LMIA, OR LMIA exempt work permits)

* You have a permanent job offer.

* If you are a PGWP holder from another province, you need to be working for that employer for a minimum of 12 months before being eligible. If you studied inside Manitoba for at least a 1-year academic program in a publicly funded DLI, then you need to have worked for the employer for 6 months to be exempt from the points-based system and be eligible under this program.

* Language proficiency of CLB 5 is required for this specific stream.


The key advantages are that zero points are required and that your job offer, and occupation are not required to be on the provincial in-demand list. 


You may ask how I am going to be working for an employer in the province if I don’t have a work permit. It’s simple. You either have studied in the province from an eligible program and institution or you can come over on an LMIA work permit or LMIA exempt work permit. Obtaining an LMIA is possible for Canadian employers now more than ever, and if you enter the province with a work permit, and work for 6 months continuously, you submit your profile online and can be invited in 2-4 months for PR. This is probably one of the best programs but the most underrated and undervalued programs by applicants, lawyers, immigration agencies, and consultants.

International Education Stream

The International Education Stream is for students who have graduated from an eligible DLI in Manitoba and would like to avoid the points-based system and have no work prior experience – but related studies completed in the province. Here are the key eligibility criteria to get you started under this stream called the ‘Career Employment Pathway’:


* 1-year academic program at a DLI in the province of Manitoba.

* CLB 7 (under this stream, unlike the Skilled Worker stream, the language requirement is the same for all occupations – no matter what the NOC code is)

* Full-time job offers of a min. 1-year contract in Manitoba in an in-demand occupation consistent with your completed studies in Manitoba. If you are a francophone, i.e., French-speaking applicant who can score the required language exam score in French for CLB 7, you are exempt from being on the occupation list, if you’re inside working for the employer – meaning ANY occupation is accepted in TEER skill level 0,1,2 or 3.

* There are approx. 160 occupations listed on the Manitoba PNP website as in-demand occupations. So if you are a potential international student now or in the future planning to convert to PR by working 6 months for the employer and skipping the points-based ranking system, there will be an occupation that most likely makes you eligible whether it’s business, administrative roles such as an admin assistant, logistics or supply chain, IT roles, engineering roles, architects, inspectors, or a slew of health occupations from technicians to nutritionists, to other healthcare professions, including social workers, ECE’s, and other art and cultural and recreational occupations as well. We can say that it is one of the largest in-demand occupation lists out there – more than BC, more than Ontario, more than the Atlantic provinces, and if you’re wondering why this program is better than Saskatchewan, it’s because there are no points required to be invited for PR after you meet the minimum eligibility criteria we covered in this article.



This is probably one of the best international student programs in any province alongside Saskatchewan and Nova Scotia. These 3 provinces really outdid themselves by providing a very easy and flexible path for PR to PR for their international students. Shame on you Ontario PNP and shame on your IRCC for not helping international students inside Canada convert to PR like the province of Manitoba.

Manitoba PNP Entrepreneur Stream

Last but not least is the Manitoba PNP Entrepreneur Stream, which as you may or may not already know has the shortest timeline to a Canadian PR nomination out of any province for the business programs. We’ve covered this program before but here is a quick refresher for the audience members who have not come across our previous videos and articles on this topic:


The key highlights of the program and points to consider are this for business owners or managers seeking to come into Canada as investors or entrepreneurs and apply for PR:


* If you can invest outside of the Winnipeg metropolitan area, i.e., outside of the big city region, you can start with a $150,000 investment which is on the lower end compared to other provinces except Alberta and BC regional programs. In the Winnipeg region, you’re expected to invest $250,000 obviously because of the big city competition. 

* No matter how much you invest or where you invest, you need a net worth of $500,000 across all your assets anywhere in the world which will be audited by a third party designated by the province of Manitoba.

* Education is only a high school diploma, and no post-secondary degree or diploma is mandatory.

* Language is mandatory at CLB 5 before you apply. This is a small disadvantage compared to Ontario and other provinces, but it’s not a very high score for serious entrepreneurs.

* 3 years minimum management or business ownership experience in the last 5 years before you apply.

* After being invited to apply, the interview, and the work permit approval, you can run the business for 6 months in Manitoba before filing for your nomination – after which you will be processed for a final PR nomination certificate. This is the main advantage of this program and unlike other provinces which take 12 months minimum to become eligible to file for your final report and process your PR nomination certificate, in Manitoba it takes half the time. This is one of the key highlights of this program and why it's so popular.


Keep in mind that an exploratory trip can help boost your profile or if you have existing family ties to the province. Unfortunately, it is a points-based system for the entrepreneur program in Manitoba but a lot of discretion of the PNP officers exists to invite serious applicants with more ties to the province.
