There are numerous programs in Saskatchewan (SINP) and sub-streams to each program. It is one of the most active provincial immigration programs out there with the greatest number of programs to allow applicants to come and settle in this province.

Talent Tech pathway (non-Express Entry option)

* You’ll need an offer of employment from an eligible employer in Saskatchewan in tech and innovation occupations such as Computer and IT managers, electrical and electronics engineers, computer engineers, cyber security specialists, web designers – programmers and developers, database analysts and admins, software designers, computer programmers and developers, network technicians, user support technicians, and IT technicians to just name a few examples. Keep in mind that some of these occupations are regulated in Saskatchewan and you will need to become a qualified and assessed candidate to take the certification exam to be accepted under this specific NOC code/occupation.


* What we like about this program is that if you are already working for the employer for at least 6 months inside the province, you would be exempt from a language exam score under this specific skilled immigration PR program. The way you would be working for the employer already is either through an LMIA work permit, an open work permit such as a PGWP, a Spousal Open Work Permit, or even other types of LMIA-exempt work permits based on your nationality.


* You’ll need 1 year of work experience in this specific occupation stated on your offer of employment (which can be from anywhere in the world in the past 5 years). If you’re already working for the employer in that specific occupation for 6 months already inside the province, then you are exempt from the 1-year requirement. It could even be that you were working there as a student while studying full-time at a public post-secondary institution in the province.


* You’ll need to submit your SINP-approved job offer and other documents directly on the SINP online portal for processing.

SINP Entrepreneur program

These are the unique features of the program which we like:


* Can partner up with another SINP applicant if buying a business, starting a new business, or going with a joint venture with a Canadian partner. Each partner/applicant is assessed on their own merits and still needs to meet the min requirements and all eligibility criteria including an exploratory trip, etc.


* No language exam is required unless you are claiming bonus points for your EOI profile.


* If one applicant fails to be invited or complete their business performance agreement with the province, the other partner has an opportunity to update their business plan and continue their operations and achieve PR status through a nomination from the province.


* Real estate up to 50% of the total investment can be included in your SINP Entrepreneur investment plan.


* You can even purchase an existing business from a successful SINP Entrepreneur who has completed their Canadian PR – as long as it meets all the requirements and there has been a third-party appraisal completed to identify the fair market value. Most provinces ban any transaction between previous successful entrepreneur cases who are now Canadian PR or citizens and new applicants. So, this is a nice feature of the SINP Entrepreneur program.


* Applicants who are 50-54 years old can still receive 10 points in the EOI system for the SINP Entrepreneur stream, unlike other provinces which max out at 50 to 52. This doesn’t mean you can’t apply if you’re over 54, it just means you won’t get bonus points for your age.


Here are the basic minimum eligibility requirements for the SINP Entrepreneur stream:


* Minimum net worth of $500,000 which must be audited.

* Minimum $300,000 or $200,000 investment in a new or established business in Saskatchewan depending on whether the location is rural or not.

* Create 2 jobs.

* Own at least 33.3% of the business you are starting or buying (exceptions possible if the investment is min $1m)

International Skilled Worker sub-stream with family ties

Saskatchewan has one of the most extensive and vast skilled immigration programs across all of Canada and it’s very popular for many reasons. It has both jobs offer streams and other sub-streams allowing applicants to apply without a job offer if they are within the in-demand occupations and receive enough profile points.


Within this program, you can claim 20 bonus points just for having direct family ties in the province of Saskatchewan. If you have a parent, brother, sister, grandparent, aunt, uncle, niece, nephew, first cousin, stepfamily, or in-laws in the same relationship, then you can qualify to claim these points. If you claim 20 points it could be the difference between being invited to apply for your PR under the SINP. If you have a job offer and family ties, then that’s 50 bonus points which means anyone with this combination would be invited based on meeting the minimum eligibility criteria.

You can either apply with a job offer and have family ties or apply with a genuine offer of employment without family ties, or maybe you have neither one but are in an in-demand occupation and can claim enough points on your own through the provincial points grid to be invited. The option is up to you. The program is very flexible, and it may be the most popular provincial program in all of Canada, or maybe even the most popular skilled immigration program in all of Canada after the Federal Express Entry system.
